Charter Communications Inc. said it has begun upgrading its high-speed cable-modem subscribers to 3-megabit-per-second downstream and 256-kilobit-per-second upstream service.

Vice president of broadband marketing Barbara Hedges said the upgrade will begin this month and reach 85% of all Charter markets. The MSO is marketing the 3-mbps downstream/256-kbps upstream service at $39.99 per month.

Charter is also rolling out new features including parental control for electronic mail, junk-mail filters, anti-virus protection and firewall software.
